State Representative Vance Smith, Jr. serves House District 138, which includes portions of Harris, Muscogee and Troup counties. A lifelong resident of Harris County, he earned his bachelor’s degree from Columbus College, now Columbus State University. Vance is the owner of Vance Smith Contracting & Consulting, LLC, which provides business development services for construction and engineering companies in Georgia. Previously, he was president and CEO of Vance Smith Construction Company, founded in 1974. His public service career began as a Harris County commissioner from 1987 to 1990, including two years as commission chairman. He was first elected to the Georgia House of Representatives in 1992, where he served for 17 years and spent five years as chairman of the House Transportation Committee. In 2009, Vance was appointed commissioner of the Georgia Department of Transportation, a role he held until 2011. Returning to the legislature in 2018, he now serves as vice chairman of both the Natural Resources & Environment Committee and the Appropriations Subcommittee on Transportation.
