I grew up in Saugus, Massachusetts. I moved to New Hampshire after graduating from the University of Massachusetts, Boston, with a B.S. in Management and a concentration in accounting. In February 1988 I began working as an auditor with the New Hampshire General Court, Office of Legislative Budget Assistant, Audit Division (LBA). I conducted audits of state departments, agencies, commissions and the judicial branch. In October 2000 I left the LBA to work for NH Department of Safety as the Administrator of the Road Toll Bureau. I was responsible for the administration of motor fuel taxes. While working I earned a Master of Business Administration from Southern New Hampshire University in 2003. During my time at the Department, I was the Department's designee to two Statutory committees; Nuclear Decommissioning Finance Committee and the Oil Fund Disbursement Board. During my career I was active in Motor Fuel Taxation at the national and international levels. Federation of Tax Administrators Motor Fuel Tax Section, serving as National Chair 2014- 2015 and received the Robert E. Beck Lifetime Achievement Award in September 2024.
