Senator Ricky Hill of Cabot represents District 11, which includes parts of Lonoke and Pulaski County. Senator Hill is the chair of the Senate Transportation, on the board of Technology and Legislative Affairs Committee, Senate Public Health, Welfare and Labor Committee, Joint Performance Review Committee, Senate Efficiency Committee, Joint Budget Committee and the Arkansas Legislative Council. In 2025, Senator Hill sponsored legislation to rename the Arkansas Livestock and Poultry Commission to the Arkansas Board of Animal Health. He sponsored legislation that allows veterinary technicians, technologists and technician specialists more flexibility to treat animals during emergency situations as well as sponsoring the Second Amendment Financial Privacy Act to prohibit financial institutions from using certain discriminatory practices. In 2023, Senator Hill served as Senate Whip and Chairman of Insurance and Commerce. He sponsored legislation to create the position of Dementia Services Coordinator within the Department of Health.
