Charlene M. Lima (D) represents District 14 in Cranston and Providence. First elected in November 1992, Representative Lima is a member of the House Small Business Committee. During the 2025 legislative session, Representative Lima introduced a package of legislation to provide relief to electrical customers facing rising bills . The five bills primarily addressed the components of residential electrical bills that are influenced by state mandates. In 2024, Representative Lima introduced a new law that creates custody procedures for pets during divorce or separation proceedings . She also introduced legislation that would allow any person 18 years of age who is issued a license or permit to carry a stun gun, as well as a bill that would make all documents and information related to any bid proposal relative to state purchases public records and available for inspection and review. During the 2023 legislative session, Representative Lima introduced legislation which requires persons or entities receiving government funds to disclose the names of their contractors and subcontractors.
