Carmen Rice serves as State Representative for House District 139, covering parts of Muscogee and Harris counties in Southwest Georgia. After being raised in her district, she was elected in May 2024. Prior to entering public service, Rice worked in special education. For the last 10 years, she has served as the Administrative Director for American Eagle Investments, managing payroll, benefits and accounting for 16 small businesses. Rice has been involved in multiple community organizations that have served to frame her personal beliefs, including Brown Bag Ministries, Meals on Wheels, Open Door, The Plummer Home and Twin Cedars. She served on the Columbus, Ga., Charter Review Commission in 2021-2022. In the 2025 Georgia legislative session, she was proud to pass her first bill out of the House: the bill ensures a homestead exemption for the unremarried spouses of deceased disabled veterans. As a vocal advocate for adoption and foster care reform, Rice is honored to have served as a foster parent for DFACS and is an adoptive parent.
